Draft: Drop kwargs from Tracking CA configs: InDetBoundaryCheckTool + InDetTestPixelLayer + InDetTrackHoleSearch

The Tracking Common Component Committee recommended to drop the use of kwargs arguments in tracking CA configs in favour of explicit arguments. See ATLIDTRKCP-454

This MR starts implementing this for a few extra configs. Also addresses an unmerged CA in InDetTrigBoundaryCheckToolCfg, relevant for !61689 (merged)

Checked to leave unchanged Run 3 and Run 4 outputs.
