CA-based configuration for AthenaMtesEventLoopMgr

This commit fixes the RAWtoALL step of the hybrid MP+MT transform running CA-based reconstruction.

The change was triggered by the discussion on !61701 (merged). After applying this fix the RAWtoALL step finishes successfully. However, the job crashes downstream when the transform fails to find a CA-based skeleton for the merge step. To be fixed separately.
