Implement ACTS Strip SP builder

ACTS Strip SP builder implementation.

The SP calculation is performed by the ACTS SP builder. The limit parameters are the same as the ones used in the athena-based algorithm. The covariance calculation is not optimal yet. The athena-based algorithm is kept for comparison

ACTS v24.0.0 needs to be merged before this MR.
