ID Trigger monitoring in the CA

Mark Sutton requested to merge sutt/athena:foeda into 23.0

pass flags through to the HLTMenuAccess such that the CA configuration should work correctly.

Should fix ATR-27005, and should mean that the ID Trigger moniotring no longer needs to be disabled in !61621 (merged)
