ATR-26605 Update Trig_reco_tf.py to RAWtoALL

Should assist with ATR-27224 and simplify launching trigger reprocessings ATR-27016

Also cleanup of unused steps in Trig_reco_tf (AODtoTAG,AODtoRED) and associated arguments - probably more can be removed for DPD and NTUP_TRIG which is also not used.

Updated comments in test_trigP1_v1PhysP1_T0MonTrf_build.py, and to make sure it matches test_trigP1_v1PhysP1_T0Mon_build.py settings
