MuonIdHelperSvc - Add switches to toggle the particular detectors remove reco SW methods

Add hasMDT, hasRPC, hasTGC properties to disable the loading of the corresponding id helpers. Rename hassTgc-> hasSTGC. Remove the reco SW methods.
