fix the red flags in art status and split the plots for shifter and expert

Fix the errors from dcube stage by: 1, use dedicated xml for each test, 2, used dedicated reference for master and 23.0, . The plots are divided into shifter and expert, the former is for shifter for daily monitoring and latter one is used for debug. A test run is done on grid and looks good so removed the "draft". Ping the shifter @lgagnon and tracking CP convenors @gfacini and @cgrefe .
