ATLASRECTS-7581: Lets keep full verbosity for xAOD_ANALYSIS but not for reco

Closes ATLASRECTS-7581

The success of using the this tool and moving away from Trk::Track calls , plus the way it sets VERBOSE as a template parameter 0 , 1 creates an interesting issue.

Let's keep 1 for the Analysis projects (Ath, and standalone) but be 0 for Reconstruction

At some point one perhaps need to think if we need a template with just 0 and 1 .
