Cleanup PrimaryDPD 3 . Followup to MR62310

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:PrimaryDPDMaker_clean_III into 23.0

This removes the legacy AllCells.

Also rm references to the removed legacy ones (!62310 (merged)) from PrimaryDPDFlags
