FCS memory leak fix

Rui Zhang requested to merge zhangr/athena:FCS_rui_memfix_23.0 into 23.0

Trial to fix some small memory leak discovered by sometimes failed ART. Discussed in ATLASSIM-6538. Tag @jchapman @mfauccig who were involved in the discussion. Will need to confirm from future ART nightly to see if any failure would appear.
