Adding EF-Tracking emulation package

This MR creates a new package for EF-Tracking emulation, needed for the EF-Tracking requirements studies: Trigger/EFTracking/EFTrackingSim/EFTrackingEmulation. It is framework developed to run both in athena and in standalone mode, that smears tracks given resolution functions. This is the first draft taken from L1Track emulation framework, to be tested and refined with next iterations. Tagging @tbold, @jahreda, @jmasik
