MuonBytestreamDecodeConfig: Remove config of apparently-unused public AlgTools

Running a job with export JOBOPTSDUMPFILE= ... exposes components that are configured but unused in this job. Among them, I find various public tools for Muon-RawData reading. The config file that adds these public tools has a comment saying:

# This should be removed, but now defined as PublicTool at MuFastSteering

As far as I can see, MuFastSteering does not rely on public tools for RawData-decoding.
