Read/write/decor handles for TruthBornLeptonCollectionMaker

ATLASG-2470

This MR allows the TruthBornLeptonCollectionMaker to declare its data dependencies and is required to support multi-threaded DAOD building. It does not change the output or the logical flow of the tool.
