Add missing CA-based configuration of the ZeroLifetimePositioner

John Derek Chapman requested to merge jchapman/athena:ZeroLifetimePositionerCA_23.0 into 23.0

Noticed that the CA-based configuration was missing the configuration of the ZeroLifetimePositioner (used for samples containing oscillating neutral mesons which are considered to be quasi-stable particles).

This may change the output of CA-based simulation for high pT samples. (The CI is not sensitive to this though.)
