23.0-DB_ref-PixelCalibAlgs

Addressing ATLASRECTS-7564, this MR introduces a new executable which prepares a reference file from the pixel calibration DB. This method takes 16s, the original takes 34s. It is not yet enabled by default in the Calib.sh script; further optimisation is possible at the 'recovery' step. I also introduced a rudimentary timer in the calibration script to see how long the different stages take.
