Modify L1Calo JetTriggerEfficiencyMonitoring Framework

Modify the jet trigger efficiency monitoring framework to have a reference trigger that uses the HLT chain random triggers. This removes the current random reference trigger L1 selection, because it is simply a small subset of the "no reference selection." This MR will change both the TrigT1CaloMonitoring and DataQualityConfigurations packages so that the web displays will update to show the new histograms once the new histograms are populated.
