prevent error message when reading an empty channel name from the HV DCS

In the test folders for the DCS HV info for the NSW in COOL we found some channels with an empty name which crash the NswDcsDbAlg. This MR adds a corresponding protection. This workflow is not part of any reconstruction job at the moment but is only used in the private validation tools of the muon sw group. cc @cheidegg @jojungge
