Draft: Add histograms for overflow monitoring in L1Topo

Modify summary histograms for overflow monitoring in L1Topo. Related to ATR-26402.

• If there is a hardware or simulation overflow -> Fill histograms comparing mismatches of the overflows between simulation and hardware.
• If there isn't a hardware or simulation overflow -> Fill histograms comparing mismatches of the trigger decisions between simulation and hardware.
