Added PtScale and PtShift parameters to the L1Topo ExclusiveJets algorithm

Added PtScale and PtShift parameters to the ExclusiveJets L1 Menu algorithm configuration.

Also added the parameters to the L1Topo simulation algorithm, to pass Trigger Menu build test.
