Updating EF-Tracking emulation package to include tracking efficiency

This MR updates the EF-Tracking emulation package for the EF-Tracking requirements studies to allow for some adjustment of the tracking efficiency. It modifies Trigger/EFTracking/EFTrackingEmulation/ with the ability to add either a flat efficiency or one parameterized as a fixed function of pt and eta. The values used for the parameterized version are in FitFunctions/L1TT/effFitparam_N.C. Tagging @fpastore @mswiatlo @htorre @kleney @jahreda
