Update the trigger centrally managed references at T0 to run 454129 [ATR-27781]

Elin Bergeaas Kuutmann requested to merge ebergeas/athena:update-trig-t0-ref-june into 23.0

As discussed in ATR-27781, we would like to make run 454129 the new Centrally Managed Reference for the trigger at T0.

This MR will also revert the previous bypass in the HLT/HLTmuon/collisions_run.config file, so that also this config uses the centrally managed references again.

It would be good if this could be merged speedily, so that the new reference can be used when pp collisions resume later in the week.
