SCT Monitoring: add online noisemaps

-Added to SCTHitsNoisMoneAlg new histograms for the online monitoring. Namely the noise occupancy maps for the last 30 LB. -Small update to SCTErrMonAlg to add the option kLBNHistoryDepth=30 to a set of online histograms.
