Updates to muon algorithms

Baptiste Ravina requested to merge ravinab/athena:muon_sf into master

Similar to !64015 (merged) but for muons:

  • introduce dedicated reconstruction, HighPt+BadMuonVeto, isolation and TTVA efficiency SFs;
  • handle the differences between Run 2 and Run 3 settings.

No muon trigger SF uncertainties for now, as the TrigGlobalEfficiencyCorrectionTool approach is probably preferred but unavailable as an algorithm yet.
