Support for HGTD geometry building and sensitive detectors in SQLite workflow

Building on top of the analogous developments made already for the ITk (!58261 (merged), !59782 (merged), !60036 (merged)), the SQLite workflow for HGTD geometry building and sensitive detectors is added with this MR.
