ALFARobMonitor multi-LB hist publish by default

Multi-LB histograms are only published when they are not empty or when "kAlwaysCreate" is given as option. This MR ensures that in the ALFAROBMonitoring, multi-LB histograms are always published. This can also have a positive effect on the gatherer.
