Updated TRT_ElectronPidToolsConfig

Follow up to !64144 (merged) : since the base config of the TRT_ElectronPidTool is shared atm only between trigger and offline configs, it makes a bit more sense to keep only configs which are actually shared between those and keep the offline/trigger specific parts in the corresponding configs.
