C++ Standard Setting, main branch (2023.07.10.)

This is a twin of !64242 (merged), making sure that child projects (most importantly WorkDir) would use the correct C++ standard. Which is necessary for ATLINFR-4959, and also plays some (but not all of the) role in ATLINFR-5002.
