Fix AnalysisAlgorithmsConfig test failure

As highligted in ATLASG-2551, some tests are failing due to changes introduced in !64262 (merged).

Here, roll back the modifications to AsgSelectionAlg (trying to use a public TauSelectionTool), replace them by a common private/public tool configuration, and keep the Full/Fast sim toggle.
