Fix TRT DriftCircles for cosmics

Removes a superfluous check of permanent straw status, which drops all valid drift circles.

Fixes ATLASRECTS-7565 and ATLASDQ-1100

I second Nick that the fix should go to 23.0.

You will need to explicitly re-target the MR; adding the 23.0 label does not do this automatically.
