Run2 to Run3 navigation conversion fixes (propagate correct chain id to SF, remove proxies for topologically spanning TEs)

Run2 to Run3 navigation conversion fixes:

• corrected propagation of chain id to SF nodes from the H node in case it is the final for one chain and not final for another chain
• fix reducing spurious combinations after conversion to Run3 (actually this was also 63967 request which will be closed) There are test case chains left as commented lines, we want to keep it now and remove later chainsFilter = ['HLT_mu22', 'HLT_mu22_mu8noL1'] chainsFilter = ['HLT_tau35_medium1_tracktwo_tau25_medium1_tracktwo_tautsf_L1DR-TAU20ITAU12I-J25']
