Optimised seedFilterLevel flag setting for running FTF with ITk
Changing the value of the flag seedFilterLevel used by the SiTrackMaker_xk tool to reduce the time taken during the combinatorial tracking step when running FTF as an offline algorithm with ITk. Additionally, this changed setting will lead to a very slight track reconstruction efficiency increase. This flag setting is only used when the method createITkFTFPassFlags() is called, and hence only impacts running FTF as an offline algorithm with ITk. This has been tested on a ttbar + 200 pileup Run 4 dataset. As this only impacts running with ITk, this MR targets the main branch.
