make HI options as in Run 2

minimal fix for ATR-28062 - remove EnableHI specific options from the trigger config and always use BeamLine perigeeExpression in the trigger

cc @tstreble - it can be done simpler by moving the base methods to use ActiveConfig but I chose to do the simplest to minimize iterations needed this week - I'll update it when I'm back to work

Hi. The error is because it encounters either a infinity or NaN when looping over events in the Herwig7 generation test CITest_Generation_H7_13p6TeV-test. Could you please have a look?

Hi @fsili, this seems to be an error coming from the Herwig7 generator code. I don't see how this could possibly be related to the changes here? If it's some kind of random glitch, maybe we could just re-run the CI?
