MuonIdHelpers - Initialize the rpc hash dictionary with -1

Johannes Junggeburth requested to merge jojungge/athena:initRpcHash into main

The hash dictionary was initialized with 0 before which could lead to confusion if an invalid element and the 0-th valid element are parsed.
