Adding gFEX missing ROB fragment (fix ATR-28067)

Cecilia Tosciri requested to merge ctosciri/athena:gFEX_missingROBfragment into 23.0

With this MR, the error reported in ATR-28067 is addressed. The gFEX ROB ID is added in the list of maybeMissingRobs, such that in case of missing gFEX data no errors will be reported.

Also, a change in the FEXReprocessingRun3.py updates the running options for gFEX.
