Do not run CTIDE ambiguity resolver on top of the Acts Ambiguity resolver.

Goetz Gaycken requested to merge goetz/athena:main_no_TIDE_ambi_on_acts_resolved_tracks into main

When the Acts ambiguity resolver is active only convert the Acts resolved tracks into legacy tracks, and do not run the CTIDE ambiguity resolver on top. Since track truth information is currently created only for legacy tracks, truth can only be create from the final Acts tracks (only those are converted), which are the resolved tracks if the Acts ambiguity resolver is active.
