Update SiTrackMaker seed filter property to boolean

Since a very long time (c2cacd71), the SeedsFilterLevel property used in the SiTrackMaker was not used as an integer in the implementation of the tool but only as a simple boolean. This MR explicitly updates this property to be a boolean, which allows for some simplification of the corresponding configs. Checked to leave the Run 3 MC q445 outputs unchanged
