ZMassConstraint: add missing includes and fix cmake dependencies

Move interfaces includes to header file to avoid compilation error in LCG_104 builds. Also use ConstAccessor for read-only decoration access and fix link dependencies.

Relates to ATLINFR-5041 and ATLASG-2578.
