Harmonise the noEffSF option amongst config blocks

⚠ Depends on !65104 (merged) being merged first

  • adds noEffSF options for muon and tau config blocks
  • for the global trigger, make it equivalent to having only matching
  • rename noEfficiency in FTAG config blocks to harmonise
  • expose it everywhere as an option to the helper methods

This allows users to turn off scale factor tools pretty much everywhere now. The switches are off by default, but can be helpful when wanting to try out new object WPs for which SFs are not available yet.
