Updating GNNC tool with the latest options
This MR provides several necessary changes to the GNNC tool in order to make it compatible with the MC20 recommendations. This includes the ability to use the log pT instead of pT, and options that specify the largest and smallest calibration factors that can be applied by the DNN.
