AthenaMonitoring: don't recompute MET when running over Heavy Ion AOD

Hello,

This MR is skipping the MET calculation in the monitoring when running over a Heavy Ion AOD input, as this would schedule PFGlobalFlowElementLinkingCfg, which cannot run for HI as taus are missing (ATR-23345). There was an exception for cosmics which is now extended to HI.

Tagging @mhodgkin , @mswiatlo , @schaarsc . Please let me know if you think it's not the best place to tell the monitoring that taus are not there.
