ATLHI-501 fix to use EGamma reco with HIClusters as inputs

Sebastian Tapia Araya requested to merge stapiaar/athena:HIEgamma_fixv2 into 23.0

Adding a new definition of egammaTopoClusterCopierCfg so it can be used by InDet without causing conflicts with Egamma flags. By doing that egamma flags can be overwritten with HIflags and Egamma reconstruction can be called with HI version of calorimeter objects.
