ActsMuonAlignmentCondAlg: Ordering fix of the initialization

RpcReadoutElement / RpcReadoutGeomTool : Retrieve the strip dimensions from the WRPC table. Rotate the boxes of the strip designs accordingly. For the moment, introduce hardcoded displacement of the first strip to make the new description to match with the legacy system.

MuonGeoModelTestR4: Complete the TTree dump of the strips and introduce testing executeable to compare the legacy & new description.
