Move HI menu from Dev to P1
Moving the HI chains from Dev menu to PhysicsP1 (physics chains) and P1 (for BeamSpot and Calib streams). Adding chains to express stream (tagging @fgiuli, we will follow up on rate requests). Adding chains to EnhancedBias stream. Minor additional changes (fix seed for one chain adding two HLT chains, small fixes in monGroups and stream selection). Adding UPC chains (ATR-22067), fixing stream and groups for several streamers, updating threshold for eEM1 to 1.4GeV (tagging @rhowen @hillier), moving ZDCCalib chains to LowMuP1Signatures. Changing monGroups for egamma chains to shifter (tagging @eegidiop)
