added RpdSubtractCentroidTool to main ZdcRecRun3 tool sequence

RpdSubtractCentroidTool was added to the main ZdcRecRun3 tool sequence in ZdcRecConfig.py.

This depends on !65319 (merged), which was merged a few hours ago.

This MR also sets the ZDC config tags for the two project tags expected for HI and pp reference running (data23_hi and data23_5p36TeV)
