TRT_ConditionsServices: Demote error to warning.

Scott Snyder requested to merge ssnyder/athena:err.TRT_ConditionsServices-20230831 into main

In TRT_StrawStatusSummaryTool::getStrawStatusHTContainer, give a warning if we can't retrieve the container from DetStore, not an error. This matches the previous behavior where we were dereferencing a DataHandle.
