Updates on NSW DCS Conditions Infrastructure

  • add SCA information to NSW DCS cond structure
  • make sTGC_ROD_Decoder check for whether it is in the inner Q1 region
  • make reading of elink information optional
  • move identifier math from isGoodHv to getDataForChannelHv
  • check elinks based on time not based on lumi block
