TrigDecisionTool: add AccumulatorCache to TDT Cfg functions

Add AccumulatorCache to TrigDecisionToolCfg and helper function. Not necessarily because of performance issues but to avoid multiple identical printouts in the job configuration.

Also delete deprecated getTrigDecisionTool.
