PyUtils: Speed up processing of skipped branches in diff-root.

Avoid calling leaf_fromdump if we don't have to. Don't deduplicate skip list each time.

An earlier version of this was observed to cause problems with TCT tests. Unfortunately, the logs from then are gone, and i have not been able to reproduce the issue.

I've fixed what i think the problem probably was, but haven't been able to confirm that that was actually the issue. Will need to check TCT results after this goes in.
