Lower HLT jet clustering threshold for HI menu
Follow-up on ATR-28158. Since HI would always want this lowered threshold, we condition the flag on the trigger menu name, activating it if a HI menu is being used. This also ensures that all HI tests will use this setting, and don't need to be updated to set the flag.
Can transfer to 23.0 if this would be helpful for reprocessings or reconstruction, but by now this will not get to P1.
