CP Algorithms: event cut flow

Baptiste Ravina requested to merge ravinab/athena:event_cut_flow into main

Extend !65500 (merged) to also allow for cutflows on EventInfo, which will be very useful once we merge the new text-based event selection algorithms (which use SysWriteSelectionHandle on EventInfo).
